Iowa Energy & Biofuels Government Affairs
Iowa is the nation’s leading producer of ethanol and biodiesel, and state policy plays a major role in how renewable fuels, energy infrastructure and utilities grow. High Yield Strategies helps renewable fuel producers, energy companies, fuel retailers and associations navigate Iowa government and advance policies that support their work.
Experience at the Center of Iowa Biofuels Policy
Before founding HYS, Jake Swanson served as Governor Kim Reynolds’ lead agriculture and energy policy adviser. In that role he worked on House File 2128, the landmark 2022 biofuels law that made Iowa the first state in the nation to adopt an E15 standard and expanded access to higher blends of ethanol and biodiesel. The bill passed the Iowa House 81–13 and the Iowa Senate 42–3.
“Jake Swanson was incredible in making sure we got the biofuels bill across the finish line. He put a lot of work into it, and I was grateful for his efforts in helping get that done.” — Governor Kim Reynolds
Jake also worked directly with the leadership of the Iowa Utilities Commission, the Iowa Department of Natural Resources and the Iowa Economic Development Authority/Iowa Finance Authority, agencies that shape energy, environmental and infrastructure decisions across the state.

Engagement with the Governor’s office, the Iowa Utilities Commission, the Iowa Department of Natural Resources and the Iowa Economic Development Authority
Coalition building with agricultural and renewable fuel stakeholders
Guidance for energy companies entering or expanding in Iowa
Featured clients in infrastructure and utilities include Next Gen Highways and Wapello Rural Water Association. Because renewable fuels are closely tied to farming, our agriculture government affairs work often goes hand in hand with energy policy.
